Arusha, Tanzania, 7 October 2026 - The Inter-Parliamentary Speakers' Conference (ISC) Secretariat and the Latin American and Caribbean Parliament (PARLATINO) formalized a new partnership today with the signing of a Memorandum of Understanding (MoU) on enhancing inter-parliamentary cooperation and parliamentary diplomacy. The signing took place on the sidelines of the IPU Assembly.

The MoU was signed by the ISC Secretary General, Hon. Ek Nath Dhakal, and the President of PARLATINO, H.E. Mr. Rolando Gonzalez Patricio. It establishes a flexible, non-binding framework for dialogue and institutional collaboration, grounded in a shared commitment to democratic governance, peace and shared prosperity.

The Latin American and Caribbean Parliament (PARLATINO) is a regional, permanent inter-parliamentary organization composed of the national legislative institutions of 23 member countries, bringing together parliamentarians from Latin America and the Caribbean.

Cooperation will focus on four areas: parliamentary diplomacy, peace and democratic values; democratic governance and institutional capacity building; economic development and shared prosperity; and parliamentary exchanges and networking.

The signing demonstrates the commitment of both organizations to working with partners to promote diplomacy across the globe.
